1999 Nissan Maxima anti theft

Hey there! I have purchased a police inpond vehicle "1999 Nissan Maxima" that was seating for 2 years. I have been trying to get it started after having the transponder key made. The key works but the anti theft light will not blink, but it, when I will turn on and I try to start the car. I read a comment from AceCombat saying something about removing the blackbox under the dash behind the DTC's. Can I get a feedback on this.

maybe its the fuse box

It not the fuse box cause I have check all of them. AceCombat from this site said something about a blackbox that behind the DTC's box. It's shaped like a wedge but I can't seem to release it's look. Does anyone know what that blackbox does or it's porpose?

i think the box is on the ignition switch, cause the key has to be close to it to sent the signal.
