Submitted for the card on 9/13, two weeks after I'd paid for the car, clearly not meeting their eligibility requirements but it showed up today anyway. And I will, of course, be telling the IRS of my windfall.
We got our visa card on Saturday...less than 3 weeks....
I submitted the claim two days after buying the car and 7 days after signing up for the offer. We got the Visa card in the mail on Saturday the 20th. That was less than 3 weeks from start to finish.
I got an email acknowledging the submission about an hour after sending it.

I'm not a tax attorney, but what I can tell you is that this kind of promotion is considered to be "income" by the IRS. According to the rules, you need to account for it on your return. I don't know if Nissan actually gives any information on who they award this card to to the IRS. If they don't, then there's no way for the IRS to know you got it. Sort of like a gambling win that's under the reporting threshold.

Nissan probably does submit this to the IRS but they have precious few auditors who wont bother to persue this level of unreported income.

I submitted the form on-line with purchase information on 09/09/2012.

Sounds like they have been processing the Visa Cards in 2 week bundles at a time. All submissions for the 2 weeks processesed at the same time. Ones received at the beginning of a 2 week period were processed within 6 weeks. While ones received at the end of the 2 week period were processed within 4 weeks. Some may take longer if the verification of the purchase takes longer. It does not seem like they are following their own rules, that you need to initially apply for the Visa card offer before you make the purchase.
