It is safe to do it in the cold, however when you get your car tinted I would highly recommend somewhere that will offer a lifetime warranty (they usually only ask that you use tint safe window cleaners-no windex). I've also had a few friends who have had tint crack or pell randomly and their shop would always take care of it without question. And like everyone said don't roll you windows down for a longer amount of time than usual. When I tint or re-tint my windows (I like to change it, so sue me) I will usually put a little piece of electrical tape over the switches in the whole car to remind myself and anyone else sitting in my car to not roll down the windows.
