clogged fuel filter or fuel line? maybe air in the line can cause sensor to misread... does your fuel pump make noise when you turn on car(not cranking)? or if you're parked on sharp incline, the gas might be to low to be pumped and it's just sputtering off fumes...

Is it possible that the fuel level sensor sending unit that is attached to the fuel pump is malfunctioning and needs to be replaced? You should be able to access it by first releasing the fuel pressure and then removing the back seat (at least that's how it is on my 2.5 spec v.) I would try to look at a service manual first to see how the 1.8 is laid out.
