SER Spec V throttle response

I'm new to this car, though this car is not new to the world. My question concerns engine throttle response. At idle, if I rev the engine, the rpms hold at about 2k, then drop to about 1k, and then down to about 750. Is this typical? It makes for exciting times blipping the throttle for a downshift, expecting engine drag and instead getting acceleration.

Second, trying to maintain a steady low speed (25-35), the throttle is either on or off. I can't feather it. I fell the two problems are related.

Since I'm new to the site, there may be a source that address these complaints, and I'd be grateful for directions.

p.s. no CEL. Last code was for faulty o2 sensors, which I have just replaced. Car has about 135k on it, apparently with VERY little maintenance.

OK- Nissan dealer reset base idle, which took care of most of the on/off throttle problem. Dealer said the hard start was caused by the fuel pump losing pressure, and that "they've had a lot of problems with this". Nissan answer is $500 m&l. Is there some sort of check valve I can put in line to hold pressure to the injectors?
