Bad EVAP Purge Valve/Solenoid symptoms?

I bought a used '01 Altima GXE. I've replaced wires/plugs/distributor,rotor/valve cover gasket/fuel filter
When i 1st got it the car had a severe hesitation accelerating. Everything I've done has helped bit by bit. I cleaned the EGR valve, the sensor had lots of carbon on it. I replaced all vacuum hoses visible. I also changed oil and filter.
The car has 212,000+ miles.

Now i have a code 0446 (EVAP purge/vent solenoid circuit condition
I think it means its blocked, or not activating.

I got under the car when it wasn't running and either the purge valve or the solenoid was vibrating like a bee you could hear it and feel it to the touch, i think its stuck open or closed, if its bad, could this cause acceleration to be in spurts and cause hesitation?

I disconnected the battery + & - and it was still buzzing.

Thanks- Racer-X

The solenoid that you're describing should be right on the charcoal canister behind the drivers rear wheel. However their should not always be power to it. The ECU only uses it to do leakdown tests of the EVAP system.

Nissan in their infinite wisdom decided to make the valve half metal and half plastic so over time the metal rusts and fills the gap that would normally allow the valve to open and close. If you take it off and find that it does not compress and open freely you can disassemble it, sand down the rust, and reassemble. That will most likely fix the issue. However if the solenoid is bad it will need to be replaced. IIRC they're not that expensive from the dealer, maybe ~$40. Check www.CourtesyParts.com.
