So vehicles can't have that 4-inch wide or so strip across the top of the windshield to act as a sun visor?
Reason I ask is that some vehicles come pre-tinted (or painted a dark shade) from the factory and I was thinking of tinting the top part of my windshield.

I think you should go read the law again because it specifically states how many inches it could be from the top of the windshield down.
I was stopped a couple of months ago near 34th and Sixth Ave. and NYPD checked my tints and it gave a 30% reading and the cop said I had just passed. I also seen the cop give a guy in a tahoe a ticket for illegal tints and he looked like he had 20%. Is the tint law new or did the cop not know 70% was the lowest you can tint

It depends on the meter. It could be reading 70% light going through which is legal, or 30% no light going through which is the same. Tint law been out for a while. I forgot how our meter works. But I don;t bother. If I can't see the driver then it's illegal. For 70% light to shine through is practically clear glass.
So it is true about the exhaust, a cop warned me about it but did not ticket. He said basically anything an officer feels is too loud other than stock could be ticketed.
Can anyone clarify the window tint laws for me... if my car is registred out of state can be cited for not complying to NYS tint laws??

whats the NY (C) or (S) law about lights, ie HID's that are pretty bluish tint(ie12000k)? super white turn signals in front and/or in rear? red turn signals in front, tinted tail lights, etc i personally have blue lights but only lighting up the license plate, and they aren't directly visable, just wondering to what exteme i personally can go, and also for the benefit of my friends. i kno my friend got a ticket for blue side marker lights, front and back and it was for illegal lights.
and one more thing, is it possible to get a ticket for driving with headlights off but foglights on? i was wondreing because thats the best way to show off DDE's and i'm in the city, headlights are somewhat redundant

Yes. Headlights have to be on 1/2hr before sunset. And they also have to be on when you're using your wipers, suring inclement weather.
Lights will be put on the front page.
Short answer.....The only color lights that should be on a car are the ones that came stock from the factory. And don't use the excuse I bought it used that way. Hence, why I said stock from the factory. Front amber and white. rear red amber and white. No blues, greens, or reds. in the front. Those are for emergency personnel.

Are you trying to say once one move to another state you have to change the registration and licese to that state?
And if so are you asking or stating a fact?
And about military that is only if you're on Active not reserve.
