I don't know much about Philly, but from what I know of last 2-3 visits, this can't go well (even if it's not in such a bad neighborhood). Heck, this can't go well ANYWHERE in US at current times.

Tank of gas is what $60? People lining up for 10 hours to get the free gas. That is $6 an hour in wait time. My time is worth more than that. Plus if they are waiting 10 hours and it starts at noon then these people are missing work. If they make more than $6 an hour then they are losing the difference. If they are unemployed or on wellfare then they shouldnt have cars in the first place.
