I have a 98 gxe....so no foglights, which means the area where the stock ones should be there are covers...can anyone recommend a way to remove them or possibly a fog light that will attach over the area nicely?

Get a heat gun, and a utility knife, and go to work.

all you need is a utility knife and a set of stock fogs. I personally did it myself and the stock fogs fit perfectly in the holes where the other fogs you'll purchase most likely wont. When you attach the stock fogs you'll have to remove the front bumper as well in order to attach the fog lights to the frame of the car.

You could do it this way, but the heat makes the bumper more flexable, and makes it easier to cut. You can also use a dremel tool or the sort.
