I removed the heat shields to help with tranny removal installation, but the bolts were rusted so much that they broke instead of coming out. Are the heat shield really neccessary?

I't a good idea to put it back on because it helps pull the engine heat under the car when driving, instead of rissing up, creating higher under hood heat. To get the broken bolts out go to a tool supplier and ask for a "easy out" , that will remove the broken bolts. Then use a tap to clean the hole out.

they are there for a reason, but mine rattled, so I ripped them off.

i think its a good idea to keep it on, from what i heard it may get hot enough under there to melt your cooling fans (maybe while city driving). I noticed my friends 200sx SE-R has a metal shield on the fan. Good luck though with the bolts, if they are too rusted then you can try to dermal them into the shape of a flat head and try to screw them out.
